Why reselling licenses is legal
In the European Union, once a vendor sells a perpetual software license, its distribution right over that copy is exhausted: this is laid down by Directive 2009/24/EC (Article 4(2)) and was confirmed by the Court of Justice of the European Union in the UsedSoft judgment (case C-128/11 of 3 July 2012). This is why a legitimately purchased genuine license can be resold and activated by a new user.
